I'm looking for foundation plants that can withstand wind, sun, drought and cold winters.

Boy, that's a lot to handle!

Look for plants that have narrow leaves. They generally do well in sunny, dry areas. Here’s a few shrubs to try – Cobalt-N-Gold Hypericum; potentilla – Citrus Tart, Crème Brulee, Lemon Meringue; spirea and cotoneaster. Though it has larger leaves, give ninebark a try. It’s a tough, beautiful plant.
