Is it too late to plant my bare root perennials in Zone 9?

Is it too late to plant my bare root perennials in Zone 9?

Great question!

Since you are in a more moderate zone, compared to some gardeners who already have had snow, you can go ahead and plant them. Remember to keep an eye on them through the winter. And, if it is a dry winter, water once a month. They should take off just fine in the spring. Planting now is a much better option than trying to overwinter bare root perennials.
