My Tiger Eyes Sumac has a young one growing alongside of it that I'd like to move. Do I need to wait until it drops its leaves?

You should be fine digging up the smaller one and moving it now.

It may react to the move by dropping its leaves early. But, don’t worry. The roots are what you really care about. Getting your Tiger Eyes Sumac moved and in the ground while the soil is still warm is what matters. You want to get some roots established before winter. Be certain to pack in the soil around the roots, water well, and mulch for winter protection. It should leaf out just fine in the spring.
