Should I plant my new rose bushes now or overwinter them indoors?

Depends!

If you purchased the roses from a local retailer and they look like they are beginning dormancy, I would plant them in the next day or two if possible. I wouldn't try to overwinter them indoors. The ground moisture is adequate and if they are covered with 4-6 inches of mulch, dried leaves, shredded bark or marsh hay, it will help keep the roots insulated and trap snow, which is the best insulator of all.
